With reference to your despatch of May 21st last
addressed to His Majesty's Consul at Swatow, I have to
inform you that the Secretary of State has approved the
following sliding scale of fees for the survey of emigra-
tion vessels et Swatow, and authorised me to sanction a
similar scale of fees for all emigration ports in China:-
For a vessel of 1000 tons, net registered
tonnage, or less---------
$35,
Exceeding 1000 tons, but not exceeding
1500
$40,
Exceeding 1500 tons, but not exceeding
2000
$45,
Rising by $5 for every additional 500 tons.
You are authorised to take the necessary steps to
bring this scale of fees into force at Amoy from the date
of receipt of this despatch.
